Discussions were held as to what type of communication system for transmission of the earthquake prediction should be used and what role should be played by natural disaster prevention related organizations, private companies and citizens, and the Large Scale Earthquake Countermeasures Act was enacted in December of 1978 in order to strengthen the Disaster Prevention System.
The goal of this law is to reduce the damage from earthquakes, by designating the area on heightened alert against earthquake disaster, promoting an earthquake forecasting system and supervising anti-earthquake measures.
With this law in mind, the Central Disaster Prevention Council developed its Basic Earthquake Plan, various Ministries and local government bodies developed intensified anti-earthquake measures, and private companies developed Anti-Earthquake Emergency Plans.
